The IARU Region 3 Newsletter Issue 7 July to September 2007, Released October 2007 Continuing our main objective of preparing for WRC 2007, the concentration has been to contact as many administrations as possible to request support for our objectives of additional spectrum in some of the bands. The picture will become clearer nearer WRC as we get indications of support we have been able to garner >>> Directors Meet at Tokyo 22-24 August 2007 <<< The Directors held their annual meeting at the JARL headquarters. Over intensive sessions lasting over two days, various aspects affecting amateurs were discussed. IARU is proposing some important changes to its structure and to brief the R3 directors and seek their views, Timothy Ellam VE6SH, Vice President of IARU made a special visit to Tokyo. He made a Power Point presentation of the challenges faced by the organisation and what was being planned, including a permanent secretary to be based in Geneva. This is ongoing business and final decisions will be taken over the next couple of years. The budgets for the region and participation of R3 directors at AC meetings and other region conferences were also finalised. In particular, the functioning of the Monitoring System was looked at in detail and Director Peter Lake will be producing a flow chart to better utilize the information being obtained and to take steps to deal with it. >>> Third Emergency Communications (EmCom) Party <<< IARU Region 1 invites the HQ-stations of IARU member societies and stations of emergency communications groups to participate in the Third EmCom Party on the Air on Sunday, November 11th, 2007 at 1100 - 1500 UTC. The operation will take place on and near the emergency Centre-of-Activity (CoA) frequencies on 80, 40, 20, 17 and 15 meters (+/-QRM). The objective of the party is to: 1) Increase the common interest among member societies in emergency communications, 2) Test how usable the CoA frequencies are across ITU Regions, 3) Create practices for international emergency communication and 4) Practice the relaying of messages. Those societies intending to join the activity please advise Jim Linton VK3PC, Chairman IARU R3 Disaster Communications Committee email jlinton@iprimus.com.au In another development, member societies were last month sent a "Model Provision" that is a ready-made text for those radio societies whose administrations have not yet amended their national regulations in line with the decisions made at WRC03. It was written following discussion at the recent IARU R3 Directors annual meeting in Tokyo, and is based on an IARU decision, to provide further assistance to radio societies to have changes made to their national regulations to support emergency communications and preparation for emergencies, by the amateur service. >>> Japan Increases Qualified Amateur Radio Operators <<< JARL NEWS, Autumn 2007 issue, says that, in the last fiscal year (April 06 - March '07), the number of newly qualified amateur operator licensee was steeply increased compared to the previous year. It recorded 4.2 times for 1st class operator; 2.3 times for 2nd ops, and amazingly 18.7 times for the 3rd operators. The 4th class also increased. This increase is thought to be a result of the recent revision of National Regulation based on the revised ITU RR Article 25, removal of Morse requirement as an international regulation. >>> 7th World HST Championship <<< 7th World HST Championship was held in Belgrade Serbia September 19-23rd.
