IARU Region 1 invites HQ (headquarters) Stations of all IARU
member societies and stations of Emergency Communications Groups to participate in a Global Simulated Emergency, on
Saturday 14 November, 1800-2200 UTC.

It will be on or near the emergency Centre of Activity (CoA) frequencies on 80, 40, 20, 17 and 15 metres (+/- QRM).
Is there an IARU R3 member society that could please be the HQ (Headquarters) station for our region this time? Please let
me know soon if your wish to volunteer.
All stations intending to participate are asked to register through their IARU Regional/National Emergency Communications

HQ stations will be QRV simultaneously on all CoA frequencies appropriate to their region +/- QRM.

The date for this event, sponsored by IARU Region 1, has been
altered to coincide with World Amateur Radio Day
on Saturday, April 18th. The theme for the day of "Amateur
Radio: Your Resource in Disaster and Emergency Communication" is an ideal opportunity to showcase the work
of emergency communications groups around the world.
The timing of the event remains at 1100-1500 UTC but in a change for this and future events, the focus will be on
generating and relaying messages in a common format across country borders rather than the information
gathering about capabilities which has taken place in the past.

EmComms across Borders 24 -25 August 2009
Welcome to GAREC-2009 !
The Fifth Global Amateur Radio Emergency Communications (GAREC) Conference will be held on 24 - 25 August
2009, in connection with the JARL Ham Fair at
Tokyo Big Sight, Ariake, Tokyo Japan. (22 - 23 August 2009) The
Japan Amateur Radio League (JARL) hosts the Conference.
The Theme of the GAREC-2009 will be "Emergency Communications across Borders". The program will include
presentations about operations during disasters that occurred since last year's conference and discussions about
new developments in technology and their application in emergency communications. The detailed program will
be published in late April.
All Amateur Radio Operators interested in Emergency Communications are invited to participate. The fifth
GAREC continues the work of its four forerunners: After the first and the second GAREC in Tampere, Finland, the
third GAREC in Huntsville, Alabama, USA, and the fourth GAREC in 2008 in Friedrichshafen, Germany, this year's
event will be the first GAREC conference in IARU Region 3. The proceedings and the statements of the 2005,
2006, 2007, and 2008 conferences can be found at the GAREC web site indicated below. Emergency
Telecommunications are, by the way, also the theme of this year's World Amateur Radio Day (WARD-09) on 18
April, see http://www.iaru.org/worldAmRadioDay.html.
The Organizing Committee for GAREC-2009 consists of Seppo Sisatto OH1VR, and Jay Oka JA1TRC. Members of
the Program Committee are Keigo Komuro JA1KAB, Jim Linton VK3PC, and Hans Zimmermann, F5VKP/HB9AQS.
Registration will start early May.

The next IARU EmComm Party on the Air is scheduled for the 8th of November between 0400 and 0800 hours UTC. The
time of each exercise changes to allow more stations to participate from around the world as well as recognising that
emergencies can happen at any time.
This is an exercise between stations interested in emergency communications and is not a contest. Activity will be
concentrated around the IARU Emergency Centre of Activity frequencies which are now incorporated in bandplans around
the world. The details of the exercise are being finalised and published

A Global 'Simulated Emergency Test' is scheduled for the 3rd of May between 1800 and 2200 hours UTC, this is
the new name for the 'Emcom Parties on the Air' held in previous years and will involve Stations of Emergency
Communications Groups around the world operating on the 'Emergency Centre of Activity' Frequencies shown in
the IARU bandplans.
